City Capital Improvement Plan

Trail projects are, unfortunately, few-and-far between in the City of Lawrence 2027-2031 Budget and Capital Improvement Plan (CIP). It does appear that the city has included an anticipated $1.6 million in state funding to support development of the downtown section of the Lawrence Loop. We believe the anticipated revenue source is KDOT “Transportation Alternatives” funding, as an application was already submitted by the city (NOTE: TA funding does require a local match, the source of which isn’t clear in city budget/CIP documents; city infrastructure sales tax dollars of $500,000 is listed as “unfunded” for FY 2027).

There are also appears to be a proposed $884,000 in FY 2028 which is listed as a “placeholder” as Loop alignments are evaluated, which is happening through the Lawrence bikeway plan update.

The next City Commission hearing regarding next year’s budget and CIP will be on July 8 when the Commission will receive the City Manager’s proposed budget. Look for additional information in the coming days from FLAT regarding that presentation.
